What is the meaning of historical background?

Well, the background of something is something that happens perhaps behind the scenes, not in the forefront, maybe on a larger scale. Like the background of a painting might be in less detail but display a far larger area than the foreground, which may be in greater detail and focus.

The historic background of something is basically the preceding history that is at all relevant to whatever it is you are referring to. For example, the historic background of the Second World War might include Hitler and the rise of the Nazi party to power.
