The same way that Federal law is used as a tool for interstate conflict resolution. Remember that the original 13 colonies were 13 nations at first, and they agreed to give the federal government the authority to handle international disputes. Same with the EU. The member nations must agree and then keep up their end of the bargain to work with the other nations for conflict resolution, even if they disagree with the timetable or the methods. It's all about working as a community.

How does international law protect human rights?

International law only protects you if the country is a signatory and ratified the agreement to be held liable in the International Court of Justice of the United Nations.The United States has consistently refused to sign and ratify that agreement. Even thought the UN was their idea. The USA knows that they cannot control that court and they know that several cops would be sent to jail if they ever ratified the agreement.So all the UN can do is to send a letter to the offending country.It is hard and trickery to get the UN to even consider a citizen's complaint against america.America talks of human rights and justice all the time and boasts of their honor in being the best supporter of human rights, yet they consistently abuse the very people most in need of their help.
