Before applying powder bronzer should i wait for my foundation to dry?

You should wait until its is dry because you don't want the bronzer to "cake up" and give you that mask look. Let the foundation set and just apply little you dont want to use the bronzer to cover up the foundation which will be pointless.

Concrete slab foundation exposed, how concerned should I be?

The significance would depend on a number of factors. How much of the "foundation" has been exposed (additional depth)? Is just the edge of a slab-on-grade showing or is the actual foundation showing? Do you live in an area where the ground freezes to a significant depth?
If the house is in an area subjected to deep frost, the freeze / thaw cycles may get under the foundation and cause it to crack. It is common to have 3" or 4" of a concrete foundation to be exposed, sometimes even more depending on the buried depth of the foundation wall.
To return the anticipated building support and to provide for surface water to run away from the house the "low" areas around the building should be filled in with compacted fill material. This would not appear to be a major emergency, but should be repaired prior to continued freeze / thaw cycles or a rainy season.
Depending on the depth of the soil removed and the closeness of the excavation, more "foundation" may very well be exposed. Depending on the depth of the fill to bring it back to the initial height, it may take more than one filling operation to get the grade to the proper elevation due to settlement.
This is not a major issue but should be corrected. Cost should not be a major factor.

How often can you change the stud/hoop in a healed nose piercing?

I've had my nose pierced for two months months. When it was initially healing, I covered it with paper tape (hospital tape) and foundation. It was BARELY noticeable and looked like a tiny scar or pigment on my nose. Now that I can change the stud (I have NOT yet), I want to know HOW many times is too much to switch between a regular piece of jewelry and a clear retainer (for work). Basically, if I switch between the two a few days a week is that too much stress on my nostril piercing?

Actually yes, makeup DOES expire. But your eyeshadow would be okay to use in the next 1-2 years.

Foundation should be updated every 6 months. Mascara and eyeliner 6-12 months, (however if you share makeup with your mum or friends then you should update it more frequently), and blush, bronzer, and eyeshadow has about 2 years potential.

You should update your makeup because it ages naturally due to temperature changes and the amount of sunlight it is subjected to. You should also update your makeup because it loses its benefits over time, it slowly loses SPF benefits and any other additives it comes with such as vitamins or collagin. Makeup can also acquire bacteria, if you use a foundation with a built in brush, or use your fingers or hands to directly get it from the bottle, this is spreading bacteria from your hands to your face which can lead to acne or the spread of acne. If you do have problem skin it is important to always wash your hands/foundation brush/sponge to keep bacteria away from your skin and to keep your makeup longer.

I update my foundation as seasons change...in the warmer months obviously there is more sun so you get darker skin pigmentation so i use a foundation that is 1-2 shades darker then my cooler foundation which i use in the colder months and is generally a lot lighter. I use mineral foundations and powders in summer because they wont clog your pores and there is no need for heavy makeup in the warm months. =]
