Do you have to have your learner's permit before your license?

Regardless of your age you will be issued a permit before you can get your license.

Driving is a learned skill, just like reading, spelling or math- you must be taught how to do all of those things.

The sole purpose of a learner's permit is so you can learn to drive, either on your own with a family member or in a structured driver's training class.

There is no right to drive, no right to be issued a license. Driving is only a privilege granted by your state & your state does not have to allow you that privilege.

If you never get a permit to learn, how are you going to be able to prove to the person giving you your behind-the-wheel test that you can safely operate a vehicle for them to check "Passed" on your driving test with a clear conscious?

In New York, how long do you have to have your learner's permit before you can get a full driver's license?

The New York Department of Motor Vehicles has a website that describes what someone with a learner's permit must do to prepare for a road test that will earn you your driver's license:Prepare for your road test If you're under the age of 18, you have to wait at least six months before you can attempt your road test.  Otherwise, you only need to wait as long as it takes to get "an appropriate amount of supervised driving practice".  What that means is the clarified with the following text:If you have a Class DJ [...] learner permit, you must have a minimum of 50 hours of supervised practice driving that includes at least 15 hours of driving after sunset before you take a road test.Just to clarify, DJ is for cars and, guess what?  The J means "junior", which is ALSO just for drivers under 18.  So that means if you're under 18, you have to wait at least six months, and get that 50 hours of practice. So what happens if you're older than 18?  Well then, you have a class D learner permit and don't have to wait at all.  You can schedule your road test the next day if they have a slot available.  However, the page also has this warning:We recommend that all drivers of all ages have this amount and type of practice. We also recommend that you take a driver education course or professional driving lessons.Hint, hint... don't be a dumbass and assume you can drive safely without any practice.  Otherwise, if you're an adult, no restrictions.
