What does the constitution say about a US president going to war without Congressional approval?

The Constitution gives Congress the right to declare war but puts the president in charge of the military. Originally the idea was that Congress and the president must agree to fight a war. But WWII was the last legitimate declared war we had. We have used our military >100 times since WWII, and not once in a declared war, and not once to actually defend our shores. Strangely, at the end of WWII, the -Department of War- was changed to the -Department of Defense-, but since then hasn't been used for defense a single time.

When GW Bush invaded Afghanistan and Iraq, congress granted a lukewarm approval, an 'authorization' for him to do whatever was 'necessary' (which invasion, we can see now, was not). But still not a declaration of war, because Republicans said they didn't believe a declaration was necessary. In fact Bush said right out loud that he was going to invade Afghanistan, then later Iraq, whether or not Congress approved. Once he'd sent the troops, the only way Congress could bring them back was to refuse to fund them, which of course would have been seen as treasonous.

But you know how the Republicans are. There is a list as long as your arm of 'crimes' that are only crimes when Democrats do them. Fighting an undeclared war is like number 471 on this list. 8^) The Republicans waited with bated breath to see what Obama was going to do, so they could then whine in outrage that it was just exactly the wrong thing to do..

When are we going to see gas prices drop down to a more affordable price of say $.90 / per litre or less?

Are you in Canada??? I know that in the Maritimes right now it is $1.14 per litre. Hey if you want cheap gas go to the U.S. where it is still under $3.00 a gallon, .79 cents per litre or less

And they still whine that "Gas is so expensive" HAH!!! Spoiled Americans!!!

When the Left is descibed as "moaners" what is meant by that?

It stems from the negativism that liberals espouse especially when running for office it is quite depressing no wonder the American people seldom vote for them as president.

We all have a friends or acquaintances that moan all the time .... you eventually end up avoiding them. you will notice that every time a Republican is president and a Democrat is running for president they will basically state the country is going to hell in a hand basket.
It is a recipe for losing but they have not caught on yet.

Situation living in an apartment and loud people/kids in hallway noise control?

I live on a low floor where people are very loud during the day. I am not sure if they are so rude they do not relaize people actually live on the floor? The other day small kids were running back and forth the entire day screaming. I had enough and went outside and said stop running in the hallway. Another 2 hrs pass kids are still screaming. I lost it and opened the door and a girl who was running I told her to stop. I said, "do you think this is a playground?". After that kids were still running and screaming with no parental supervision. I spoke with the security and they gave me an attitude. Today, I saw the association president and that little girl I screamed at was her child. I feel bad but,she needs to disicpline her children and have rules. It is just out of common respect. I pay alot of money to live her and want some peace. Although, I like my freedom I am looking foward to the day which I can own my own home and not share it with strangers.Any advice if this happens again with the loud people/kids/workers? BTW the workers also scream and are not considerate of the residents.blah

Why do British people whine so much about America on yahoo answers?

Why do British people whine so much about America on yahoo answers? Every other question on here is just a complaint from english people about Obama and his policies. When will these guys get over the fact that they lost the revolutionary war, and just move on. It is past time they accept the fact that they're stuck on a tiny island with crappy weather, ugly women and bad food... and stop crying about the US president just because they have to bend the knee to some silly king like it's still the dark ages.

How do I approach my roommate about the loud sex noises I hear from his room?

Y'know, going against the grain of some of these answers, I don't really think you should say anything.To be fair, you're not giving a whole lot of information here.Is this during the day? Evening? After midnight? If they're engaging in the ol' Humpty Dumpty at a reasonable time, I'm of the mind that you should congratulate your friend, accept the fact that sex can sometimes be loud, and get on with your life.Is this happening at night, when any sane person has to go to sleep in order to be up refreshed and energetic the next morning? Then approach this with tact. Suggest a time in the evening that counts as "Quiet Time". Say, at 11pm every weekday, both roommates must assume the other is trying to sleep, and act accordingly. Anytime before that? Suck it up.I had a similar experience with one of my roommates. She would often complain about the loud noises coming from my room. This was during a time of my life that I was probably more promiscuous than was healthy. Frankly, her complaints ticked me off, and I wasn't about to meekly ask all of my dates to "Please keep the noise down because my roommate thinks sex is icky".It didn't matter that she would engage in obnoxiously loud conversations via speaker phone that the whole floor could here. It didn't matter that I could hear her watching TV, speakers on full volume. What mattered to her was that the sounds of coitus made her uncomfortable.It's not my job, or your roommates job, to adhere to someone else's insecurities. So unless this is keeping you from a good nights rest, I'd suggest letting this slide and evaluating why it bothers you so much.
