Why are the NLDS and ALDS only a 5 game series?

A 7 game series would dilute the playoffs and ratings. The urgency of having must win games early on keeps people watching. Otherwise, in a 7 game series in an early playoff round - people tend to wait until game 4 or 5 before they watch - because the first 3 games are not as relevant.
Same reason why ratings were up for the last few days of the regular season - when the games were all must win situations for the last few playoff spots.

Also - because they don't want the World Series to go into December.

When are refunds for not played playoff games given?

You have to go back to where you bought the tickets and present both the tickets for the unplayed game and the credit card (if you used one) to purchase them. You will get your refund then. This happened to me in 1999. I bought tickets for games 6 & 7 of the NBA Finals, but the Spurs took out the Knicks in 5 games. This meant I had to go back to the Alamodome box office (this is where I bought the tickets) get my money back. I did so and was refunded the full purchase price including all extra fees.

Since the Yankees are in the same division as the Rays, the Yankees would play the Twins and the Rangers would play the Rays.
