60 mg Niacin(vitamin-B3) a day?

If you are an adult, 60 mg is not high. It may be above the recommended daily allowances but many take 500 to 1000mg daily to help lower cholesterol. I am not recommending that you take 500mg, just giving a reference. So continue taking your B vitamin supplement with no worries.

Niacin and vitamin b-12?

It is unlikely that this is the case. Vitamin B-12 is involved in DNA manufacturing especially in the bone marrow. Niacin, aka Vitamin B3, is important for a lot of body functions but not clearing toxins as far as I am aware of. Taking too much niacin can be bad for you. The reason that it says flush free is because usually niacin can cause really severe flushing and itching. The flushing has nothing to with whether or not it clears anything out of your system. 100 mg isn't that much niacin either and neither is 500 mcg of B12. Unlikely to cause any harm but also unlikely to do much of anything at all, except maybe lower your cholesterol.

Can I take a multivitamin PLUS a "B vitamin" 100% complex?

The only thing you are likely to damage by taking a day's worth of vitamin B complex on top of what you get in your food and what you get in the Centrum tablet is your bank balance.

But why on earth would you want to take more than the RDA of these things?

BTW, there is now evidence that added vitamin A, at least, does more harm than good for people on a healthy diet.

There are medical conditions, including very importantly drying out from serious alcohol abuse, where large doses of vitamin B are necessary, but I trust that this is not your problem and in any case requires expert supervision.

Can i cut into 1/4 a 500 mg, niacin pill to reduce flushing?

I suffer from Depression and anxiety and i currently take paxil along with Lunesta and Gabapentin, i noticed great benefits from taking a sublingual vitamin b-12 along with vitamin b-6, but i decided to add Niacin, 500-mg wich gave me a horrible flush i woullike to take a lower dosage .... is it ok to cut the pill in
half or 1/4?
