Without having them hand in hand or even looking up specs online, I'm going to venture a guess and say the 5s as a phone needs to handle many more tasks than an iPod including calling, more intensive apps, and usually a better camera. This is also combined with a better battery as all of these tasks tax the phone more than they would an iPod presumably. Although this may be the case, I would also venture a guess and say that the iPod is still very similar in performance as most Apple devices are very well optimized to do what they are meant to do, but I would still expect the 5s to come on top, even if slightly.
