What does the cloud icon mean in iPhones App Store?

I recently purchased a new phone which was an iphone 5s. I went to download the Facebook app but there was a cloud with a down arrow in it. I pushed this icon and it starting downloading Facebook again. Is this linked to iCloud?? I don't want to use iCloud and have never logged into it. But my brother has it. Does that mean if Facebook is downloaded through iCloud on my phone that it will be downloaded on his and he can go through my Facebook page. We have joint phone accounts. I don't use iCloud as don't want him or anyone else seeing my data on other devices. Please help!
