its in your mouse settings..a very common problem.do this..start/settings/control panel/mouse/pointer options/ and
UN check or take the check mark out of the box that says..enhance pointer precision..i have all those boxes unchecked.

I had a friend who just broke his iphone 6s screen so he then asked at the sevice center about it's price. Service centre charges about 15k for the front panel(screen, camera, earpiece) because apple does not sell screen separately(i. e only sells frontpanel) . Then we decided to ask for a fake iphone 6s screen at Jagdesh market and we got it for around 2k.Now comming to the differences I observed are1.Pixel density of fake screens is less so u can see the lines in the display .2. It has more blue light (white colour tends to have bluish display) which effects eyesight.3. It consumes more power due to poor quality of of materials (digitiser, cables, polariser etc).4 Sensitivity to touch also degrades.5. U can see white spots on the display if there's any application of pressure unknowingly.More over all these fake screens are imported from China for a cheaper price.

Daniel Turan’s answer is correct. Power off your computer and clean your mouse thoroughly with an alcohol pad. By the way is this a removable mouse or one affixed to a desktop? If it’s a USB/PS2 mouse, a new one can be purchased easily for about $5 — it may not be worth your time to troubleshoot,If it’s a mouse that’s part of the palm rest, i.e a touchpad, then that’s a bit more tricky. But wiping it down with an alcohol pad is a good start, then update the drivers. OH! And if it’s one of those silly nub mouses (trackpoints, clit mouses, they have many names,) make sure that the little rubber bit is sitting on top of the nub perfectly and isn’t slanted or off in anyway.You should also make sure your mouse drivers are current and run HP diagnostics just to be safe.

Could be many things I had this issue tooI don't like using the mouse pad on laptops and use an external mouse. What causes a mouse pointer to jump around?

If you are talking about an actual mouse (and not touchpad), check the four tiny rubber feet of the mouse. Sometimes the rubbers becomes too dirty and the table dust sticks to these rubbers. This doesn't let the mouse make a proper contact with the surface. If so, just clean the rubbers.
