I have a question about second base (2 part question)?

I am 13. Please no negative comments I'm trying to figure this all out.
My best friend got to second base with a guy yesterday. He went under the shirt. I'm worried that people are going to start calling her a slut, and I'm also scared that she's going to keep going farther. The guy that she did it with doesn't care about her that much, I can tell, but I'm worried that she's going to get bored with just 2nd base. SECOND-
My boyfriend and I make out alot, but we've never gone much further. He's bestfriends with my bestfriend's "guy". After we made out yesterday, my best friend left but I stayed a bit longer. When my girlfriend left, her "guy" was all over me in front of my guy. He started touching my boobs and stuff and it was kind of a joke but my guy didn't even try and stop him. When I left, I told my best friend that her guy did that and she didn't even really care. Also, my guy told my best friend that he kind of wanted to touch my boobs and asked her if I was that kind of person. She told him that as long as he asks and he's respectable, I'm okay with it. And she's right, he just has to be respectable. But, I'm worried that my bestfriend and her guy and putting pressure on us to do the things we do. I want to let him touch my boobs over the shirt, I really trust him, but I don't want to get a reputation, and I don't want to go much farther.

Does a 2 second eye lock mean anything to guys? Coincidence?

I was like eye f-u-c-k-ed? lol it felt weird. Is it just coincidence? This really hot guy locked eyes with me yesterday. I never caught him looking at me before...but his look was so intense for those 2 seconds I felt like he saw right through me! It was weird. I'm paranoid that its just me and its my imagination. I stare at him often when he's not looking. I'm 20, never had a bf but people tell me I shoulda by now! I get hit on a lot -- unfortunately NOT by guys my age (only OLD! ew). I'm really shy.
