What does NO COPYRIGHT INTENDED mean?

I want to download a song off the internet and make like a lyrics video on youtube.
And I was wondering if thats illegal? And I see many people do download off internet and they say " NO COPYRIGHT INTENDED" and I need a more clear and understanding way to understand that. could you still download it off internet and post it on another website if you give credit to that person? would it be allowed? Also, if its ok to use less than 10% of a copyrighted work, does that mean less than 10% can be taken from yours without giving credit? For example if you wrote a song and you wrote an amazing line, or an awesome chorus, and sent the entire song out to people, would they be able to steal jus that line or part of the chorus without giving credit because its less than 10%?

Are song lyrics protected by copyright? Do I need permission to use them on a website?

It depends on usage. Copyright laws get muddled along the way. What makes a song a song? The lyrics? The music? The little dance the singer does in the video? Is the dance copyrighted too? bla bla bla bla bla.It is NOT plagiarism to copy them unless you claim they're your own. I believe as long as you cite who performed it and don't make profit off of lyrics on a website (how?? idk.) you should be fine. Go for it. Worst case scenario: nobody looks at it because nobody visited your website. Because when was the last legal battle over usage of lyrics on the interwebz?
