New Facebook chat: green dot icon versus phone icon?

I've noticed on the updated Facebook that some of my friends may be online with chat (shown by the green dot), but any time this green dot isn't present, they have a phone icon. These friends, I know, always use their phones for anything online (including Facebook), but what's the difference between these two icons? If the green dot isn't present, does that mean they're offline? Or maybe they didn't log off properly? Or they logged off, but FB still shows them online? I know I've tried to send a message to a few of them when the phone icon shows (and it says it'll send it to their phones), but they never reply whereas they would if the green dot was showing.

Any ideas?
