How do you delete photos from iCloud?

Please help me. I have lost my daughters photos. I want to know how to view them on iCloud. I have followed the steps it says, it tells me they should be on my photo stream but most of them are not there. How can I view all of them? I have currently the iPhone 6. Thank you!
ALL the photos in my iCloud gone...?
Instead of backing my 1,500 pics up to the computer when I sent my iPhone 4 to be repaired, i backed them up to iCloud. Upon getting my phone back I restored from the most recent iCloud backup.. I got everything back, apps, music, background.. Everything.. Except my photos. It said they backed up but I can't find them and they didn't sync over.. Any suggestions?

How To Recover Old iCloud Photos?
So, I had an iPhone a while back and it was stolen, but all my pictures were on my iPhoto/iCloud hooked up to my macbook so I didn't really mind; however, last week my computer crashed and I had to get a new hard drive for it (its third hard drive since I got it a year ago... surprising. My faith in apple products is starting to falter.) Anyway, all my pictures were on there, and when I set up my computer, I signed in with my apple ID on iCloud and there's nothing in my iphoto library for some reason... Is it possible for me to retrieve my photos? If so, how? Thanks. :)

My iCloud storage is nearly full and an easy way to clear space is removing photos. But I want to keep the photos on my iphone. How would i remove the photos off icloud but keep them in my phone library. I dont want to turn photos off in icloud cause i need them syncing to my computer. Thanks
