Yes,you are right. Its ok to have two yahoo answers accounts so long as one is not used to give the other a TU or b/a or use both to report. So long as they dont interact in other words. If its a tempting to do this its best to only have one. Its hard to see why anyone would want 50 accounts or even 10 ?

How did Yahoo Answers become a trolling website?

Before I got hooked to Quora I was an active user of Yahoo Answers too. There was a time when Dr. APJ Abdul Kalam (ex President of India) asked a question about improving the nation and leaders from all walks of life gave their opinion. All on Yahoo Answers. But as you have explained the site is getting worse. There are multiple reasons for it. I can think of a few :Content Moderation is clearly very bad. Quora has an excellent content moderation. Non helpful answers are collapsed, question titles are automatically edited, inappropriate questions are taken down, questions are flagged as needing improvements, etc. All this unknown in Yahoo Answers. Atleast it's not as good as Quora. Yahoo Answers failed at giving me good content to read. It was filled with useless questions.User account moderation is equally important. There are just too many fake accounts on Yahoo Answers. Accounts with no real identity. Many people possess more than 1 account. Most of the accounts don't even have a picture or any real info associated with it. There is no strict policy regarding fake accounts. I have tried reporting users who were polluting the community but hardly any actions were taken.There is no way of knowing if the person answering the question is really an expert on this area. Usually I have to look up a person via search engine in order to truly verify that he can be trusted. Here on quora I can read the person's bio and get an idea about his expertise in this area.Some old content is still good. I often find useful answers once in a while. It is Yahoo's responsibility to provide their users with engaging content. And I hardly use Yahoo answers anymore. They suck. Period.
