First advice would be to take control of your life!
Now address the problem..it's simple enough!

If you are fat it is becasue you are consuming more calories than you are burning. Address this first. Big bowls of rice won't be helping, certainly... but neither will potato chips, fizzy juice, chocolates, peanut butter.......

Suggest having homemade, non-creamy, soups (one small slice of brown bread with it!) for lunch or chicken and salad (use olive oil/vinegar to dress, but no mayo). For dinner focus on a quality protein such as chicken, fish or steak (no bigger than the size of the palm of your hand) with the rest of the plate piled high with veg or salad. Try having a SMALL cup (when cooked) of rice with this every 2nd or 3rd day if you like. I promise the weight will start to shift.

Now get your butt moving - walk everywhere, swim, join a gym if you can. Want to improve your arms, then start with push-ups. there are pages of arm-exercises available online to guide you through exercises that need no equipments at all.

Really skinny with high body fat percentage?

I'm a 28 year old female. My height is 5'4" and I have weighed 115 pounds since high school. I recently joined a gym and found out my body fat percentage was 31%. I was in disbelief so I got it checked at the doctor, and it was 32%. That's an obese level, but I'm skinny! I have a flat stomach and thigh gap. My arms have been starting to get slightly flabby recently though (reason why I joined the gym in the first place).

Admittedly, I pretty much live off of junk food. Fast food is often my go-to for breakfast, lunch, and dinner. I have never been very active either. Even still, where is all this fat I have if you can't see it? And how am I skinny if I have as much fat as an obese person?

Your face is your genetics. You have fat deposits and hold fat there. Some people hold more than others -- so I don't think you will ever get the look you are after completely.. but you sure can help.

Since you say you have small gut.. that is enough for me to know you are holding a percentage of fat -- which is good. Because you can only lose fat across the body and not just in one specific area.

So cardiovascular exercise and diet will be crucial for reducing fat on your face.

I personally would recommend continuing to lift weights to build a better overall body with more muscle to increase your metabolism AND add in cardio and watch the diet.

P90X is great for cardio,.. you could use just that section of it for your goals. Keep it in balance, and remember it always takes a multi-faceted approach to get the desired results.

First of all, you must know that face is the last part where your fat starts to deposit (while your stomach is the first point). So considering, you are going to gain muscles only (as you ask) there is no reason to believe that you are going to have fat in your belly (so implausibly no chubbiness on your face). It is most likely that your face will become more toned (due to loss in overall body fat), if you gaining muscles n losing fat simultaneously.In case you mean that face muscles will grow side by side as your body muscles grow, then you must know that face muscles are very small and unresponsive. They won’t grow in a way that your face starts to look chubby. And luckily, they are not involved in any muscle building exercises.
