Technological advancement in the Philippines does not necessarily threaten people's jobs, as technology creates many jobs, but in other sectors. The main threat of technological advancement is to the employment of those people who are not educated enough to catch up with the advancement as technology requires some form of specialization.

Here are some advances that I have observed.
1. Automation/computerization of government processes (ie. fingerprint scanning for elections, applications for NSO certificates (online na!), applications for passports and visas) have made them faster and much more efficient and convenient.
2. Advances in telecommunications have allowed foreign companies to outsource transcriptionist jobs, call centers, etc These also allow electronic money transfer.
3. Advances in computers and telecom are also allowing scientific researches in the Philippines access to their colleagues from other countries, while at the same time makes up-to-date information available to the general public.

Here are some places where technology has not yet helped.
1. Agriculture. Filipino farmers are not competitive because of lack of technology.
2. Certain government bureaucracies. There are still a large number of procedures in the government that are not automated. Records are also not encoded/digitized making records keeping and retrieval difficult.
3. Infrastructure.

Their flagship publication, Communications of the ACM, summarizes important theoretical results in a readable way. As a member, you can also subscribe to topical special interest groups. A sister publication, Journal of the ACM is jam-packed with academic results. I stumble across blogs when searching the internet for technical info, and stop to read awhile. microsoft has numerous technical blogs and a print/online magazine that is quite good, but it only covers microsoft stuff.

Usually they use sites like Quora, Reddit, Hacker News, you know…simply browsing the internet out of curiosity.But do not think for a second these enormously preoccupied professionals keep up with everything. They are mostly concerned with their own research and work. But you can still make a reasonable attempt to keep up with current events and if you are a professional in your field then surely you are aware, or at the very least vaguely, of when the possibility of major breakthroughs could occur. You know, estimates.Also, it’s helpful to remember Sturgeon’s Law “90% of everything is crap.” Unfortunately, scientific research is no exception.

Which magazine is good to keep up to date with new technology and its applications?

I cannot speak for branches other than Electronics.Any course is intended to firmly ground you in the basics.  The basics have been around for a relatively long time.  So a lot of what they will be teaching you is not going to be cutting-edge.The way courses are designed is so that they empower you to become an independent learner once you have completed the course.If you have grasped the fundamentals well and have developed the skill to be a self learner, the course has achieved its intended purpose.  It is now up to you to go out there and equip yourself with the latest about what is going in the field.All of the top schools that have a brand name do not excel in all the cutting edge areas.
