Do Minecraft Mods lower Framerate?

That depends on if there is an extra item constantly on your screen. For example, Minimap mod or Mo' Animals mod does slower your frame rate very, very, slightly (Not enough to affect you) where as some mods such as Railcraft only add items in your game that you can use by crafting do not slow down your FPS.

The only real way mods are going to slow down your FPS is if you load a crap ton and your computer is not powerful enough to handle it.

How to Increase FPS in Minecraft?

I would say to try a texture pack out.

I play FTB mostly, with the vanilla texture pack and no optifine, I get an average of 30 fps.

With the Sphax Pure BDcraft x64 texture pack my fps jumps to 60+, and if I add optifine into that it goes up to 80+

Edit: If that's the case then you may wanna try a lower resolution version of that texture pack, maybe the x128 or the x64. I have a better graphics card then what you have listed and if I tried to run a texture pack of that high of a resolution then my fps would slow way down.

Edit: Well since the lower texture pack resolution didn't work the only other things I could suggest would be the generic stuff, update graphic's drivers, update java and change to java 64bit if you are using 32bit, and try turning off smooth lighting in the game.
