I have very dry frizzy hair mostly only on the under part of my hair...what to do?

My hair i long and partly dry-ish. But on the underside of my hair (the bottom part that grows out kindof located at the top of my neck and bottom part where my skull ends....if you know what i mean) is very frizzy and dry! ive tried applying different types of shampoos and conditioners to get my hair to be smooth and ive applied alot of hair products there too. Like silk hair serums, smoothing gels...etc..but nothing seems to work exactly like i want it to. my hair is semi-curly and semi-frizzy all over but i also add curls with the curling iron to it. When i do that i try and curl that under-side hair to make it less frizzy but the curls dont seem to stay in there. My hair is very thick and right in that spot area its coarse. I know my hair wont be PERFECT but id like all of my hair to be smooth and soft and silky all the time. Should i try different shampoos and conditioners? Different hair products? is my hair damaged? should i get that part shaved off or something? Please include recommendations too!
