Because it`s games don`t really appeal to Japanese gamers. Nobody is going to buy hardware that doesn`t have any games you want to play on it, or even very few. Sure, a couple games might be decent, but the Xbox games in no way compared to the number and quality of PS2 games released in Japan. Japanese gamers don`t really care that much about the "power" of a system. It`s all the games. If they suck, nobody is going to buy it.
