2003 Hyundai tiburon automatic shift lock release?

There is no such thing as a shift lock release like you are asking. Put the key in the ignition switch and turn it to on, you can now put the car into neutral.... and I assure it is an AT, if manual shift push the clutch in. Now I do wonder, you left the lights on all night, was the key in the ignition? If you took the key out the light go out and would not run the battery down

Alex, you really shouldn't tell people to replace the PCM or TCM if you're not really sure what you are talking about, they might listen to you...

The range switch code is just that, the switch that tells the PCM what gear you have selected is faulty and needs to be replaced. Nothing more than that. And yes, you can do this yourself with a small metric tool kit, just look under the battery on the top of the transmission and you will see the culprit. There is a connector and a cable attached, before removing it set the parking brake and place the car in neutral. There is a hole where the lever and switch body need to line up (you'll see what I mean) , use a small screw to line the new sensor up and tighten the two 10mm bolts.

As for the O2 sensor code, its also just a sensor that's gone bad... This is used for monitoring the catalytic converter efficiency and nothing else. It will not affect your gas mileage, but will keep you from passing an emissions test and could lead to further problems. If you keep driving around with a check engine light on, you won't know if a real issue comes up because the light will already be on.
These are both simple fixes that you could handle yourself, although its sometimes less painful to have the experts handle it for you :)

Why do my hazard lights work, but not my turn signals?

Hazard lights and turn signals use the same bulb, so it is not the bulb, the lamp, or the cables to them. Turn signals only work when the ignition is on; hazard lights work whether the ignition is on or not. The two systems have separate power supplies, so they have separate fuses. You may have a blown fuse.Different vehicles use different circuits, and it is not possible to accurately diagnose the fault with the small amount of information provided. You need a circuit diagram and a voltmeter, and a continuity tester. First locate and test the turn signal fuse. Do you have voltage to and from the turn signal switch?The hazard light switch is not a simple on/off switch. In the “on” position, a fused battery feed connects to left and right turn signal. In the “off” position, the left turn switch wire is connected to the left turn lamp and the right turn switch wire is connected to the right turn lamp, so there are 3 inputs and 2 outputs.The fault could be a fuse, turn signal switch, hazard switch, flasher unit, or a broken wire or connection.

Why does my car idle at a really low RPM while stopped, and start shaking?

You may have a misfire, a vacuum leak, or a clogged/faulty idle air control valve. It could be a couple other things, too, but those are the most common and first things you should explore. This is because:If you have a misfire, one of your cylinders is not working and while that may be less noticeable at higher speeds when the engine is spinning really fast and the throttle is wide open, at lower speeds the difference is more apparent.If there is no misfire (and no codes / check engine light), the problem is most likely air related. This could mean a vacuum leak from a hose or the intake manifold itself. Or, commonly, it could be that your Idle Air Control Valve is clogged or not working well. The engine monitors via sensors how much air is coming in vs engine speed and uses that to control fuel injection and ignition timing.If it's a vacuum leak, the engine is getting more air than it thinks it is and that is causing a 'lean' fuel/air ratio.If the IAC valve (and its passages around the throttle plate) are clogged up, the engine thinks it's getting more air than it really is at idle with the throttle plate closed (foot off the gas), resulting in a 'rich' fuel/air ratio.All of these scenarios will probably cause some sort of engine code and checking them should be your first step. Note that an oxygen sensor code will be indicitave of one of the above 'air' situations because it detects how rich or lean the ratio is.

Premium is a waste of money in a car designed for regular fuel. Premium won't improve economy or performance. In fact, over time, using premium in a vehicle designed for regular fuel can actually cause excess engine wear and lead to higher maintenance costs.

As with ANY car, truck or SUV, Take it in for an exam before buying it. CHeck for signs of accident, frame rust, and have timing belt checked, as well as condition of brakes and suspension. The HONDA products are very well thought of, and have proven to last a very long time. A timing belt replacement tends to be pricey on the V6. Ask for all documentation about previous repair history. I would not hesitate to buy it, but I am very mechanically inclined and get discounts on foreign car parts. This is really an American car anyways, but that's another issue! If you are buying it from a delaership, then request that they change the brake fluid, trans fluid, steering fluid, with genuine Honda parts. Have them PROVE that they are using the factory original; fluids. Brake fluid on ANY car spoils after 2-3 yearsa, and requires replpacement before it destroys master cylinders, calipers, and wheel cylinders. Have them change the COOLANT with ONLY the genuine HONDA coolant. If this is from a private party, take someone along who knows these simple facts and can tell whether or not the timing belt and fluids were replaced. Othere than that, feel free to purchase it. Even a neglected Honda will last longer than most others with less problems. Happy driving!!
