It may be a problem with the driver. Open device manager by typing device manager in the start menu search bar, open it up, find the "mouse or other pointing devices" click it, click on your wireless mouse, it should open a properties window for the mouse,click on the "driver" tab and hit update driver. If that does not work, go back into the device manager window, right click your wireless mouse and hit uninstall, then plug in the mouse and let it automatically install the driver.

That would depend entirely on what kind of mouse it is, and why it’s not working. The older sort of mouse, that used a ball, would tend to pick up dirt and whatnot. Fixing it was as simple as cleaning the crud out carefully. A laser mouse, like the overpriced Razer ($120!) failed within a year after purchase, due to the laser dying. I’ve never had an optical mouse fail, ever. Another point of failure would be the switches for the mouse buttons, but that wouldn’t be total failure, as I presume you’re referring to. At any rate, the only way I know of to “fix” either of the more recent types, would be to replace it. I’m betting you don’t have the old type.

Your laptop screen refresh rate is low (Hertz). When your screen refresh rate is slow, it will flicker and shutter.

To fix this, right-click your desktop, and go to Personalize.
When you're there, go to "Display Settings" and go to "Advanced Settings", on the "Monitor" tab you'll see the screen refresh rate. Change it to the highest number you see.

Although the change will shorten your laptop battery life, it will fix the problem. Just keep your charger on until it's fully charged, and it should be good.

I think the thrift store goodwill has USB mice for $2.99, or you could just visit Office Depot.I know that does not address repair, I suppose knowing it is only $2.99 for a replacement you could take it apart for fun. if it is an optical mouse you will just see a couple circuit board inside with no obviously replaceable parts. if it is an ancient ball mouse popping the ball out and scraping the dirt of the rollers might fix it.
