OMG, I'm laughing because that was the story of my life growing up so I totally sympathize! My dad used to get SOOOO mad. And 4 squares? Sure thats a great idea if you don't mind basically wiping with YOUR HANDS!!!
But seriously, I can't stand a dirty butt so I'd day to use however much you need to and if necessary flush half way through and then again at the end to spread out the paper. Or get really good at using a plunger, I know I did. Its your butt, you determine when its clean. If you want to cut down on the amount of toilet paper you use, start getting wetwipes. Just don't flush them, it'll make the problem worse. It could be old plumbing so don't feel bad.

Why do toilets are always filled with water and how?

See the image given above . ( taken from Internet ) . There is a S bend in the outlet of the toilet bowl . The top of the S bend is higher than the regular water level in the toilet . When you use the flush , additional water is introduced in the bowl , the level of water rises , and the excess water is pushed through the S bend and out into the drainage pipe , along with stools if any . But the whole bowl does not get empty . As soon as the water level falls to the height of the outlet pipe , the process of water going out stops . The rest of the water remains in the bowl . This is why you will see that the bowl is always full of water . There are several advantages to this arrangement as against a straight pipe draining the whole of the bowl . This arrangement with S turn pipe is called as flush toilet . When you put water in the bowl , and the water level rises above the S , a sudden pressure is created on the water in the pipe to go over the S bend . This is called as siphon effect . Here the water that goes out works like a chain and pulls water flow behind it . This increases the pressure of water further , and the flushing noise you hear , which takes all that is there in the bowl to the city's underside , hopefully never to return .  This arrangement needs comparably less water to keep the toilet clean , the push cleans all the cling ons from the sides of the pipe , and the whole drainage system is repeatedly cleaned up . Second advantage is that the smells from the drainage line are prevented from entering your toilet , due to the water seal .

Put coffee filters and cigarette butts down the toilet and this happened?

In the basement theres water all over the one spot near the pipes. like a pond and in the shower down there coffee filters, cigarette butts and coffee, maybe even some stuff from the toilet is coming up through the shower drain into the shower.. it stinks too.. what happened?
