Its called a "bindi" and it is a little sticker that you put on your forehead mainly for decoration. Unlike the other answer claims, it has nothing to do with marriage (although married people typically do wear a red one, unmarried a black one) and sometimes men wear them as well. You can see Teammates gamertags from across the map. If you don't see a name above someone, then shoot 'em. Enemies sometimes show names, but in red. This happens rarely. People have a certain type of clothes depending on their Second Perk. Sometimes the enemies uniform looks like your teams uniform, so go by the name.
