Good female audition songs for a high alto?

This is a tricky question without knowing what programs you are auditioning for, or what the specific requirements are at the college(s) at which you plan to audition. It SOUNDS like you are looking for musical theatre, in which case I recommend two books as a great starting place -
First Book of Broadway Solos: with CD - for Mezzo-Soprano (part I and II) published by Hal Leonard

Book I has these good upbeat mezzo/alto pieces

You can probably find Youtube clips for most of these to get an idea. For college auditions, you are safest singing with a "legit" voice (more classical) rather than belting. If you ARE a great belter and you get to perform two pieces, then choose something that shows off that side of your voice as a contrast.

The Broadway Belter's Songbook (also by Hal Leonard) is a good place to start - These are pieces that I think also make good belt auditions songs IF you have a good belt voice.

What alto songs can i sing?

I'm also thirteen, and seem to have the same singing voice as you. I have tried out with many songs:
On My Own from Les Miserables (It will be necessary to change a few notes and make them lower if you do this)
Mama Who Bore Me from Spring Awakening (Not "kiddy" at all, if you're not familiar with the play, it's actually about a girl who's frustrated at her mother for not telling her where babies come from, but you can't really tell)
Castle on a Cloud from Les Miserables (Relatively high, but very age appropriate, maybe a little too kiddy for your taste)
In a World of My Own from Alice In Wonderland (Also relatively high, I'm trying out with this song next week)
Cabaret from Cabaret (Fine song, but not the most age appropriate play in the world....)
Defying Gravity from Wicked (This would actually be a perfect song if you have a pretty strong voice, I haven't actually tried out with this song but it's such a great song and though it is hard to sing, you'd be sending the perfect message across if you changed the lyrics around a little bit)
Popular from Wicked (Hilarious, if it's a comedy, I highly recommend, though it is hard to do justice to Kristin Chenoweth's voice)
Tonight from West Side Story (Great song and a classic, a little high maybe)
Reflection from Mulan (Lea Salonga is an amazing singer and I don't really think I did justice to it, but you might, it's a great song)
I Could Have Danced All Night from My Fair Lady (Crowd pleaser, maybe a little too high)

Those are some good ones. You didn't say what you're trying out for, but if you don't choose any of those, I highly recommend that you do a showtune, preferably not Don't Rain On My Parade from Funny Girl, because it's honestly audition suicide (trust me, I've tried) because it's always been a popular song, and now after the Glee cover (which is amazing but nontheless;), it's so over auditioned. Anyway, showtunes show you're educated in the Arts and leave a good impression. Hope I helped a little!

Gets by more on what was, then what is. Back when JP hit it big, he was way more powerful than anyone else out there.. multi-octave, blah blah blah. So how can I blaspheme and say he is overrated? How about because 90% of the time he is vocally lazy and doesn't use his "ZOMG! amazing" range(unlike say a Freddie Mercury).. and because there have been tons of not only as talented singers out since.. but ones who actually put out effort every song. (Ripper is just one singer who is at least comparable in range... and far more passionate and energetic in his delivery. I just think everyone has heard he is THE BESTEST EVER for so long.. they assume he is.. kind alike when it comes to John Bonham on the drums. (Dude was one of the finest, definitely for his time.. and no knocks.. but teh bestest evah? Learn to listen to drums better folks)
