I don't know why I am seeing this small box below certain website in Chrome browser..?
I don't know why I am seeing this small box below certain website in Chrome browser where I can see same website but in small box and it can be scrollable horizontally and vertically, fully working but in some case it give issue. like now i was trying to renew my vehicle registration and the page keep scrolling down to small box, so i thought it works any way so i am gonna do this in that box but at the payment page it didn't load and now i am trying to do this in different browser but the dmv says "Your vehicle renewal(s) is in process. Please verify completion with your county tax office." I wish i can upload snapshot anyone having similar issue or any fix for it?

Full Flash Website vs. Static Website?
What's better and more efficient to make: a full flash website or a static html/css based website. I am making a website for a fish and chips shop and my customer wanted something animated and all that, so I started making a website in flash, but I then it realised it would just become to large, therefore taking up a lot of unnecessary bandwith, which is bad for both the person viewing the website and for my customer who will have to end up paying a lot more for hosting. I know that flash is easier to layout everything it is cross browser friendly, but I can make a html/css website look very nice as well, I could also add a banner or something but it just doesn't seam ideal to make it all in flash.
