On the PlayStation Store, if a game is no longer available for purchase, but you bought it when it was, can you still download it?
In most cases, you can download a game you have previously purchased from the PSN store, even if the game is no longer for sale. There is an exception to this rule though, and that is the case of PT, the Silent Hills playable teaser. Konami not only nuked the store page for that game, they also deleted it from the distribution server, so it can no longer be downloaded, even if you previously owned it. They got away with this because PT was a free download, so no one could complain that they spent money on a product they could no longer use. There may be more examples like this, but I am not personally aware of them.

I think you are confusing services. If you buy a game from the digital PlayStation store, you have a PSN account. That's where your purchases are tracked. An add-on to your PSN account is PlayStation Plus, which I think you are asking about. This is a $60 a year add-on that lets you play online if you have a PS4. Without Plus, you can still buy the game and play it locally (not sure if there is local multi-player) if you have a PS4. If you have a PS3, you don't need Plus to go online. You didn't specify on if you had PS3 or PS4, so that's why I explained it both ways. So if you want to go online and you have PS4, you have to have to subscribe to Plus.
Can multiple users use the same PlayStation Plus account?
Let’s get this clear first: A PlayStation Network account is not the same as a PlayStation Plus subscription. A PSN account you can create for free. This account is what you use to share posts/pictures, and keep track of progress, use as a profile for multiplayer, etc. I think that according to their terms of service, there can only be one user per PSN account. So if you were talking about your friend using your PSN account, that is against the terms of service and you are risking a ban of that account.PlayStation Plus is different. It’s something you subscribe to. You get multiplayer access and free games as well. This is different from PSN because PS+ is added onto your PSN account, but doesn’t replace it anyhow.If you were talking about sharing your PS+ subscription with your friend, there is indeed a way. Set the PS4 console that you and your friends use to your primary console under settings. Does the PlayStation 4 have a region lock in games?

From your question, I assume you're talking about physical copies (discs) but I will also address digital copies further below.The physical copies of games, as I write this, are not region-locked. This means you can buy a game from another side of the world and still be able to play it on your console. (Hooray for japanese games)The digital copies on the other hand are region-locked. As each region has their own laws regarding the content presented in some games. They can remove the games and their DLCs from their region's Playstation Store.You can easily overcome this problem by making an account of another region (using fake credentials). So there it is.
