You can't. Well not traditionally. Siri works only on iPhone 4S and above and the only way to get it on an iPhone 4 is to jailbreak. But unfortunately for you iOS 7.1.x hasn't been jailbroken, and never will be, since everyone is focused on jailbreaking the iOS 9 beta and stabilizing the iOS 8.4.x jailbreak. Well you could always download an app like Siri. I know it won't be the same, but that's what you get for sticking with a 4+ year old device (hey, I'm not judging! I myself use a first gen iPad mini). Anyway, you have 2 really great options-Download Dragon Go!, a Siri like app by Nuance Technologies- the software company which powers Siri's voice recognition. Unfortunately the app hasn't been updated since 2012, mainly because Siri came out and Nuance probably signed some kind of deal with Apple to stop working on Dragon Go! because it competed with Siri (and also because it was pointless to waste resources on it). Also it has iOS 6's UIDownload Google. The official Google app is not only good for... well Googling, but also includes Google Voice Search- which has a few tricks up its sleeve. It can create reminders for you, search for places to eat, give you movie reviews, translate text on the fly, give you weather info. And surprise - it works on iOS 7 and above! Just don't ask it to call someone or fiddle with system settings like turning on Do Not Disturb. Here's my takeaway- use Dragon Go! if you have an American accent and want better Voice Recognition, or use Google if you want more features with a better UI.PS- If you are a little bit tech oriented you might be thinking of downgrading. It might work to download it the app from the “Purchased” tab. Locate the app (there is a search box for searching for purchased apps), and attempt to download it. Ok, I dont own an iPhone anymore, long story, so when I got the iPad3 of course, I wanna jailbreak it!!

So... JB done, Cydia installed, now to install the good stuff

Shocked when Installous failed to show me any download links, worked flawlessly on my iPhone 4S so very unhappy

Google search reveals loads having the same problem, no fixes as such (hopefully this will be resolved soon but come on guys the people are busy and its all free remember)

So.... how to fix it if the other methods dont work???

Remember, this worked for ME and a couple of others I know, this DOESNT ADDRESS the original problem, its more of a work around, the blank page will still show up, but more on that in a moment

Now, firstly, you need to install two programs, but first ADD this source in CYDIA

once added, do a search and install the two following items

"Backulous" and "Appstorelous3"

Backulous will ADD two buttons to the top of the box that appears when you select a download link, one refreshes the page, one stops the page loading

Appstorelous3 will make it easier to download through APPSTORE and INSTALLOUS

THIS IS THE IMPORTANT BIT!!!

After these two are added, reboot your device

go to installous, and then find a file to download, then when find one, it SHOULD give you the option to open the links with INSTALLOUS or APPSTORELOUS do NOT use INSTALLOUS as you will STILL get a blank screen, use Appstorelous to handle the download links and they should be in GREEN, once you choose that option you will get the Captcha page come up straight away

HOPEFULLY SUCCESS!!!

Now, this WORKS on my iPad 3 running 5.1.1 I cannot say for sure on other iDevices, but hey, what have you got to lose trying?
