My friend found someone's credit card and used it?

Legally, he's an adult in almost all cases (he can't drink alcohol yet). So he's committed a crime as an adult, and this is actually a pretty serious crime. There is absolutely no way that he can convince a judge or anyone else that he thought it was going to be OK to use someone else's credit card, unless he's mentally incompetent. He might get good grades, but he's pretty stupid.

He's going to get caught. He practically signed his name to the crime when he gave his address. He can still go to college, but he won't get hired for a lot of jobs. If the job involves money handling at all, from being a cashier to being a CFO, he has basically forfeited any chance to get such a job. If the job involves any sort of responsibility, he won't get it. He will probably need to rethink his college major, because now there are few jobs that pay good money that will hire him, so he might spend a lot of money on a college degree and be unable to find a job in that field.

And the irony is that he threw away his future for things that are very, very temporary, they will only be useful for a few years.

If someone found credit cards on the ground and used them at Walmart to spend $1400, and cameras were all over, would the bank or Walmart handle this?

Walmart would call the police as soon as they realize that a person used the card fraudulently, and if the police are in a jurisdiction where they’re not inundated by so many police reports, they actually have time to investigate, it could easily result in the arrest of the person and a good handful of felony charges from this specific crime.

If this is her first offense a good Criminal Defense Attorney may be able to keep her out of jail.
