Everyone who gave you an answer is right, the only way to recover your account is by e-mail if you don't have the phone number anymore. There is no other way. Press the button for forgotten password and they will send you a recover link to your e-mail adress.

You should either talk you IMO, IT tech, the 25Bs nearby or in your unit, to see if this site is just being block by accident or lastly, even just talk to AKO. Call or write them from a NON-WIRELESS internet server and see what's up. Your wireless internet may not have the right and/or latest security approval or clearance from the original source (your computer). This is 2009 and you should know there are strict changes going on on DoD sites and computers (try using an USB thumb drive lol).

It does not need to be an active email address, just the email address and password you used to login. See if you can get that old email reactivated. It might be completely free for anyone else to use. This is starting to look like you are mad at someone and are trying to cancel someone elses account. They will eventually deactivate it for non-use.

If the account you are taking about is actually called "administrator", then you can not delete the account. It is installed as part of Windows itself, and not by a "user". If you were to remove that account, Windows itself would not work properly. The "administrator" account is also used to access the computer should there be probably getting it to boot regularly. So you do not want to (and can not) removed the account called "administrator".
