YOU ARE GETTING YOUR ANSWER FROM A MAIL LADY'S DAUGHTER (lol) Okay so I've got a lot of experience in the mail system! To point blank answer your question; YES- you can mail it in a normal envelope. HOWEVER, it is not advised to place it in a normal one because... 1) There is no guarantee of it being not damaged or lost during the mailing process. 2) Who ever said it had to be weighted or confiscated if it swishes has been ill informed. Unless it has a box, it does not have to be weighted. (Anyways a bracelet doesn't even way more the a few pieces of paper) And if it swishes? Everything "swishes" when the mail is dropped off, picked up, organized, and backed to being dropped off in another mailbox. I do however advise placing it in a protected envelope. (This can be found at your post office and costs about $2.00.) Like Crazyem loves herself said. To answer the rest of your question... ~You must send it with a return address, especially if your not dropping it off in a local mailbox. However if it is a local one, you can but if you put the wrong address or if the person moves or the post office cannot read your hand writing or if anything is wrong with the package before they ship it out..
