Google play services are part of the system bundled by the manufacturers who are part of the Open Handset Alliance. Since it contains proprietary Google Apps it's not officially available for install to end users.But that been said, you can side load Google Play Services through recovery (TWRP, CyanogenMod recovery etc.) ie if your has been moded with one.
