Is it necessary to use putty in repainting?

Painting is a system i learnt at Akzonobel. Paint has adhesive properties but very less filling properties. It needs a smooth surface to give its decorative & protective properties to the wall. Putty is used on cemented wall to make it smooth, fill minute pores, straighten out the uneven parts. So if the wall hasnt developed cracks or dampness it means the underlying putty would be in good condition and there would be no need to redo the putty. One thing though which is highly recommended for repainting (& which is not done as a usual practice) is to get the primer coating redone before repainting. Primer is less than half the price of the Paint but goes a long way in making your walls protected again and preparing a better surface for your paint to stick on. Primer also protects the paint from dampness or cracks. Before re-priming the wall should be sanded down with sand paper, which again, along with labor is not expensive at all compared to the benefit. Bonus Info - Some walls develop white powdery fungus like material on them with time. It is nothing but salt. Cement & Sand has Salts which after reacting with moisture in the wall or moisture in the air solidify on the surface as salts. This is called efflorescence. The only solution to this is to check if there is a water leak which is damping the wall from inside & repairing it first and/or using an alkali blocking primer before repainting. With my little experience of paint industry i can say that Akzo's WeatherShield Alkali Bloc Primer is the best product in the world in its category. There are similar products coming up but they havent been able to match this one.

What should I apply to a new cemented wall first, white cement, putty or primer? I want to paint it on my own.

Good question. If the plaster has been done recently on the wall and the curing process has just completed , it is advisable to first apply white cement on the wall. This shall be followed by the white primer and putty .Basic idea of applying white cement is to ensure that the moisture content in the wall and the cement plaster don’t meet any resistance while coming out from the surface.I have seen newly plastered walls getting painted with synthetic paints . The blisters and boils formed on the newly painted surface become an eye sore for the viewers. In my view, the right sequence shall be :1.Plaster2.Curing3.Surface gets air dry4.Apply primer5.Apply putty6.First coat7.Second coat8.Finished coatIn case you are in a hurry to make the area presentable and are not able to wait for the surface to get dry, this is what is suggested :1.Plaster2.Curing3.Apply a coat of white cement and wait for10 days4.Apply primer5.Apply putty6.First coat7.Second coat8.Finished coatBasic idea is to allow a breathing time to the masonry and plaster before applying any synthetic paints.Hope this gives you some clarity.Happy if this has helped you !

Can I use Quikrete Concrete Mix to fill in driveway holes?

Our driveway is nothing but mud holes after a rain. We do not have the money to have it paved. We have used gravel in the past and it always seems to just settle over time and the holes return. Could we use Quikrete concrete mix to fill the holes and get better results than gravel? How long would this last and/or would it even work? I'm desperate and this seems to be the cheapest alternative.

Is wood hard to come by in the Philippines being that most houses aren't built using them?

Actually, wood is the material of choice and it is abundant. If you can find old ancestral homes, chances are that the flooring, stairs, and roof trusses are made of wood. Through the years, however, the strength, convenience, and ease of use of concrete made it the top construction material. With concrete, once you build it, you can forget about it. With wood, you have to look after and take care of it. It rains heavily, too. There are termites, molds, effects of aging, moisture, physical appearance, and others. And with maintenance comes extra costs.

Hard wood and bamboo flooring have indeed more aesthetic properties than regular tiles but are almost unused because they're very costly compared to tiles. The material is expensive, installation is expensive, and most importantly maintenance is expensive. Even if it's hardwood or laminated bamboo, it can still be dented if you're not careful. So it's not really wise to use it unless if it's for a mansion or palace.

Concrete and steel has become a culture of construction in the Philippines. And for flooring, it's either ceramic, marble, granite, or plain concrete with some plastic flooring on top.

What is the hard, cement like covering that has been painted over brick walls of basement?

What you are looking for is hydraulic cement (portland). Hydraulic cement hardens because of hydration, chemical reactions that occur independently of the mixture's water content; they can harden even underwater or when constantly exposed to wet weather. The chemical reaction that results when the anhydrous cement powder is mixed with water produces hydrates that are not water-soluble. Non-hydraulic cements (e.g. gypsum plaster) must be kept dry in order to retain their strength. Even though you mentioned you fixed all moisture problems, you still need a cement that withstands water when using it in a basement.

To fill cracks and voids, you should use hydraulic cement, mixed in small batches (a cup or two at time) and has a very dry consistency (not loose like oatmeal or pancake patter) and FORCE it into the joint/crack. It sets very quickly (the reason for a small batch). It expands slightly and does not shrink and works well if the joint or crack is very clean before forcing it in. You do not need a superficial coating until the joints are sound and repaired.

Hydraulic cement is definitely good for parging (applying a thin coat) a surface in a thin coat.

You can also use a non-shrinking grout.
