Painful, itchy, red, raised bumps on hands and fingers?

So every couple times a year (more often in the winter) I get this cycle of skin bumps on my hands. First it starts off with itchy red bumps on my fingers. Maybe about 12-15 bumps each about the size of a pencil eraser. If you touch them the red disappears for a few seconds and then comes back. Bumps show up if I hit my hands on anything or if I am writing with a pen the bumps show up where the pen touches my fingers. After they stop being itchy they become painful. Very sensitive. Then they become raised up and still painful. Then they start to go away (after about 2-3weeks) and the skin breaks where the red bump was. You wouldn't be able to tell I have this unless I specifically show you. It has been going on for about four years and no doctor can tell me what it is. It is soooo annoying and can even make bending my fingers seem difficult (not a joint issue) ANY INFO would be very helpful. I use to also get it on my feet. I do not get it on my feet anymore.
