if you don't have a push up bra and your boobs are really small the best thing to do is with the bra you do have tighten the straps really tight and hook your bra to the last hook so your bra is tight and hugs your boobs. when it hugs your boobs it makes them go up. or you can always stuff them :) but i don't think you really want to do that.

A while ago I got a tattoo on my right shoulder blade, and I really want to show it off. But my school doesn't allow tank tops or strapless dresses without a jacket. I was thinking maybe a shirt with the back cut out, but I can't find any that are cut out in the upper back area, except for a cage back style.
