How do I type the Third Symbol on a Keyboard?
The third one is usually a foreign language so would vary from location. If you have a standard Microsoft keyboard installed (the driver i'm talking about) I think they only work in conjunction with a foreign language but the symbol can be found in ms Word. I have a Foreign script based language in that position but I can use that character if I switch the keyboard to Thai คนไทย . Perhaps you could install a European say French language pack thats the only way I see how.
Just tested this with a friend. From our single data point, it appears that Facebook does change the message from Seen to Delivered when the recipient marks it as unread. However, it does take some time for the server to propagate the changes, so it isn't instantaneous.

Wireless connections wont show up in network connections?
a few days ago, my wireless internet was working perfectly. and then one day when i turned my laptop on, the wireless networks icon was gone from the bottom-right of my screen where all the icons are (i forgot what its called) and the "wireless connections" icon is gone from network connections. and also, i have a light on my computer that is blue when i am connected wirelessly, and orange when im not, and it is orange. even if i turn it off, and then turn it back on it stays orange. the computer that is connected directly to the router(netgear) is working perfectly fine. im using one of the cables from the back of the router into this laptop to get online... help!
Yes.It is related to the Location Services in general and the GPS receiver chip in particular in iPhone.It signifies that location services are ON. Location services in iPhone consist of data from the GPS receiver chip, Bluetooth, WiFi hotspots (Apple bought a company to get this data) and cell tower tower locations to refine location data and make it accurate. (it is interesting to note that neither Apple or Google - I mean iOS or Android will provide direct access to the raw data from the GPS chips in the smartphone but the app developer has to use the provided API in respective OS)In iPhone you can allow/disallow individual app to receive your location from phone. Camera app on iPhone embeds the location information in the pic if it is left turned on.
