Having a Canadian passport will not allow you to live in Germany. You can go to Germany on vacation without a visa but you can only stay for 3 months and it will not allow you to work. If you want to work and live there permanently, you need to get a job in Germany and a work permit. Germany is hit by the global crisis same as everybody else, unemployment around 8% average I think. You need to show that you have some skills that they can't find Germans with. If you succeed, you will have to stay on a temporary work permit for 5 years until you can get permanent residency. If you leave for more than 3 months, you have to ask permission to return or they will revoke your PR: Once you live in Germany for 8 years, you can apply for German citizenship provided that you are not taking social assistance or unemployment and that you have passed a German language test and a citizenship test. Germany normally does not allow dual citizenship so unless you can prove that it would be undue hardship for you to lose your other citizenships, they will make you renounce them before you get the German one.

The educational system in Iran is skewed towards producing high quality engineers that are experts in fields not very suitable for the country.The same educational system encourages them to emigrate (masked under foreign education, but 90% of them never return). They provide several benefits, and require very little cost and effort.This is mostly inherited from the previous regime, under which most Iranian universities were official branches of US/UK universities, and most courses were taught by professors from those universities. Then the graduates would emigrate to the west (brain drain).There was an educational revolution/reform after the Islamic revolution, which shut down all universities for about two years to fix such issues, but ended up not doing much. I personally believe there was a significant amount of influence on the executive committee to keep things as they were.
