Is migrating to Canada a good idea without a job in hand?

I will give a different perspective than the other answers listed here. I don’t have a PR, but I managed to get a job in Canada before arriving here. All it takes is some perseverance and patience in applying to jobs which match your profile and then cracking the interview.Again cracking the interview doesn’t mean you answer all the questions etc…, you need to connect with the employer/interviewer and give them confidence that you are the right person for the job. Make it clear, what is in it for you also. Once employer has got some trust in you, they would be willing to sponsor the work permit (Temporary Resident Visa), which happened in my case.But yeah, definitely a PR in hand would boost your chances of getting a job if you want to land in Canada without a job. Having a PR, means nothing to pay for your Visa and Travel and probably you are already in Canada. That saves a lot of cost for your future employer.This should give some hope in a different way !

Can we apply to multiple provincial nomination programs for Canada all at the same time?

If you come in through any PNP or Quebec, you sign that your intentions are to settle in that province. In the application process the officer has to be 100% satisfied of your intentions to reside. If you never even spend a day in that province, that provincial program could report you for having lied on your application. If you do at least land in that province and stay for a while, they would have a hard time proving that you lied on your application. Maybe your intentions really were to settle in that province, you started there but then you got a job offer somewhere else.I have never heard of anybody who was reported by a PNP or by Quebec because they did not stay. I have also never heard of someone who was denied citizenship because of that. If it were me, I would still be careful, land in the correct province, give an address there to receive the PR card, apply for the SIN there and stay for a bit.The PR card is not limited. It is PR of Canada, not PR of QC or PR of any other province. There is a thing called the charter of rights and freedoms and this document states that a PR has the right to live and work in any province in Canada.
