Don't take risk in a conservative place where everyone is out to judge you. Bihar, I have never been to but yes I do interact with Biharis on daily bases. An average bihari is conservative and values traditions more than liberty. I'm not sure I understand why you think he should pay for half of the utilities when he was only there two days. For things like cable and Internet, which are a flat rate, that's totally fine. However, it's not quite fair to expect someone to pay for something that they didn't use. (For example, you shouldn't ask for someone to split the cost of beer if they're a non-drinker and you shouldn't insist that someone chip in for long distance if they use their own cell phone to make calls.)

In this case, I think you should agree that he only pays for when he was there. Divide the total cost of water, sewer, and electric by thirty to get the daily cost for your apartment/house. Divide that number by the number of people in the unit (daily cost per person), then double it.

You don't need to buy gas to fill your tank if you're not driving your car. He's on the hook for his share of the rent, but not the utilities.

I've done this before, though not often.  The m/h/otel is in business to rent out rooms for one or more overnights at a time, and to keep the rooms cleaned between changes in who the guests are - or periodically cleaned (as much as once per day) for people on extended or shorter multiple-night stays.  This is only a "shortened version" of people who are staying at places and making it a home, and some such longer-term renters don't always sleep in the room every night without fail.This is rare for me, though, because in my travels I almost invariably go from one locality to another area/region, not to come back, and I anticipate ahead which nights I'll need the lodging.  It's probably been at least five years since I've left a room entirely vacant for a night which I had rented.
