I think your best bang for the buck right now in a precision rifle is the FN SPR series of rifles. Look at spending $1300-$1500 for the rifle and then an additional $800-$1300 on a good set of optics. These rifles will be WELL under 1 moa and most will be around .5moa or better with the right ammo.

This is what the rifles are capable of. If the person behind the trigger doesn't have any precision shooting ability they might as well have an average bolt action deer rifle with cheaper glass on it. Besides, most of your average bolt action "deer rifles" are capable of some decent accuracy these days.

If your a new to the game of shooting get a .22 first. You will be better off learning fundamentals first.

Why can't you buy a pistol out of state but can buy a rifle?

That’s “Federal”.Not all states allow said “long arm” to be brought home.For example, in Massachusetts, one needs a License merely to “Own” a firearm.So, while one could, say, go to Virginia and buy a rifle or shotgun, that item may have to stay in that state until the relevant licenses are obtained.And that’s why.In the 1960s many states had restrictive laws…but one could just go one or two away and buy whatever they wanted.Like New York and especially New York City, Chicago, Washington DC…to “protect” their citizens, the law was made so legally, one couldn’t just go jump in the car (or, as was legal up to that time, order by mail in many cases) and go buy something they couldn’t have.So now it’s considered a “Federal Offense” to do this with pistols.Which is why when somebody says “oh gun control won’t work because somebody can go out of state and buy what they want” they’re full of crap.I’m not sure how it works Constitutionally but nobody so far has challenged it.People with money can get “licenses” for darn near anything, and people without just have to go without.The 1968 Gun Control Act had a few more provisions but the question asked about this.

Pistols basically have very limited utility beyond target shooting and killing people. Pistols are behind almost all the gun violence in America.Despite the hype about assault rifles by both sides “long guns” are involved in less than 3% of gun crime. Pistols = 97%+. Given this information it quickly becomes clear that ALL our legislation should mostly be focused on pistols. If we could figure out a way to decrease crimes committed by pistols by 5% that would be significantly better than being able to reduce 100% of long gun violence. Obviously we’re much more likely to chip away ten percent of a problem than score a perfect solution. It’s a Pareto principle situation. You should focus your efforts and spending on what will actually do the most good and be most effective.You’re about 30 times more likely to be killed or injured by a 17 yr old high school girl texting on her phone than a terrorist but we don’t spend much on teaching kids about distracted driving and we spend a tn talking about closing the borders. It’s likely that for less than 100M dollars we could put a texting and driving simulator in every high school in America. Schools could have every 16 yr kid drive it before getting their license so that they’re aware how dangerous it is to text and drive. Let kids see a video game depiction of a pedestrian they just killed and some percentage of them would change their behavior. This would likely save more lives in the US in a single year than the billions we spend on the war on terror.

I want buy a gun from academy's sports store, what do i need to buy any gun?

18 years or older. American citizen. No felonies. No records of use of drug use. No records of wife beating. No medical records of you being a crazy person. Etc etc etc. Just have a clean record and you can get yourself that Bushmaster.
BTW I live in Texas too. DFW. I've bought a couple rifles from Academy as well.

#3 a member of a CMP affiliated organization. Garand Collector's Association is an affiliated ogranization that sends out 6 nice magazines per year for $25, and they will send a notice to the CMP that you are a member

This can be competitive shooting, member of the military, a concealed carry course where you fire at targets, hunter's education where you shoot at targets, or simply go to the local shooting range, fire your gun, and ask the range officer to fill out this form

Even with all those fees, a CMP garand will cost you about 200-300 less than the same gun on the 'open market'

You need to go through a FFL here in the states. If you look at the instructions for the Form 6 it is very clear. Look at item #3 in the General Instructions.

There are some rifles that can not be imported into the US. Before I started this whole process, I would call up BATF and make sure that the gun you want is importable. Their number is 816-559-0700.

How do you buy firearms in California?

First check if the gun you want is legal. CA bans a ton of guns/features for various stupid reasons. Now get your firearms safety card ($25 for the shortest and easiest multiple choice test you ever took, right there in the shop), pick out a gun and pay for it (+ tax + $25 dros fee). Provide firearms safety card, drivers license, proof of residence (pg&e bill, car registration), fill out a bunch of forms swearing you aren't a criminal, provide thumbprint, buy gun lock ($10) if not included or provide gun safe reciept/sworn affadavit. They will do a background check. Now wait 10 days and you can go back to the shop and perform your safe handling demonstration and fill out receipt of firearm and thumbprint that too. After that is finished, you may leave with your new gun! I know this process well. Oh, and you can't buy more that 1 handgun every 30 days. Last time I was in a gun shop: today. Time before that: yesterday.

There’s a lot of bad information in the answers here.The only way to legally use NICS is in the process of acquiring a firearm, and when you fill out the 4473, you are declaring it to be accurate - under penalty of law. If it turns out that you are a prohibited person, then you have lied on the 4473, and that is a felony.If you are not sure whether you are a prohibited person for GCA purposes, you need to explore that with your state police or the courts. Juvenile offences, mental health issues, and certain state misdemeanors can cause confusion because they might or might not have been expunged or closed, etc.From a practical standpoint, yes, you might find a dealer willing to submit a 4473 for you without intending to sell you a gun, but he is violating the law if he does, and you have violated the law if it turns out you are prohibited. The odds of either of you actually being prosecuted for this - even if you are Denied - are pretty slim. Very few Denials are forwarded for investigation, and even fewer are ever prosecuted. In 2012 I believe the total for convictions was 12 or 13, out of thousands of denials. The dealer could jeopardize his license though.But from a legal perspective, there is no legal way to do what you are asking - in most states. It’s possible that it could legally be done in some states that handle the checks themselves, rather than through the NICS system, but there are only a few states that do that, and you would have to check locally. Your local PD, Sheriff, or State Police might be able and willing to help answer your question.Gun laws are complicated and ridiculous. It is very easy to violate them with no malicious intent, and there are some prosecutors who just love to burn “gun nuts.”Proceed with caution.
