At what age should you start wearing foundation and/or powder?

Should I start wearing Concealer at 13?
I'm 13 years old. All my friends wear so much make up and I want to start, but not much. I want to wear Mascara, Eyeliner and Concealer. But i'm not sure if my mum will let me? I need to cover up black under eyes and spots but I'm worried concealer will dry my skin. I want to wear mascara too but i'm not sure if it takes out your eyelashes, or makes them fade away? Plus i'm not sure if my mum will let me, so maybe if there's anything nice and cheap she might let me? How can I convince her to let me start wearing make up? Because people pick on me for not being allowed.. So? Should I start? Or am I too young?

I think that if it makes you feel better about yourself, you should do it. Even though 13 is still pretty young it's really about how you feel about it. If it boosts your confidence go for it! Can you wear concealer by itself? Or do you have to put foundation under it...?
