I figured it out. The problem is not in the GIF or in Twitter. I was using the Stylish extension and a CSS for use by Stylish on twitter dot com to remove promoted content, and when I disable that the GIF fit, and other GIFs that were cut off fit too. I switched to a different CSS snippet and now I have the promoted content hidden and stuff is not cut off anymore.
