Yes, I have it installed on my computer and I use it to buy source engine games. If it wasn't safe there wouldn't be over 15 million accounts. The only thing that sucks about steam is you have to be always connected to the internet to play your games and you can't install games you bought on another computer.

The games you purchase on steam will be linked to your account. Meaning, if you have another computer you want to use, just log into your account and the games should be ready to download.

NOW, that being said, Steam is so awesome they have a folder called "steamapps" (C:\Program Files (x86)\Steam\steamapps)

just copy that over to an external hard drive, and paste it under the same directory on the new computer- no installing, all save files there, no hassle, except that your steamapps folder can get quite large (mine is 100gb at the moment)

Will Steam recognize any cracked or pirated game installed in my computer?

I have a cracked copy of skyrim (already bought the ps3 and xbox version ) ,it’s even in my steam library at this moment as a non steam game and I haven't been banned yet, so you should be good. plus I'm pretty sure that would be a breach of your privacy from steam's side if they knew what you were downloading.
