You can just report to Instagram staff if the user is harassing you or posting illegal images or posting things that are against the guidelines. YES it absolutely DOES block them! It may have not been the case when other answers were posted here, but instagram now has that procedure. I have that same problem right now from a spam account. They have multiple accounts and keep following me, so I just searched the name and mass-reported the accounts. I blocked out the name so they don’t get free exposure here LOL
