If one account on my PS4 has a PlayStation Plus membership, will I be able to play online on all the other accounts in the machine?

Yes.  You can see the official details here: PS4 Online Multiplayer Requirements"If a PS Plus member registers a PlayStation 4 as their "primary" system, anyone who uses that system has the ability to play online multiplayer, regardless of whether or not they are PS Plus members."And you should be able to play the PS+ games on the other accounts. Can I create a Region 2 PSN account with a Region 3 PlayStation 4 console?

“Can I create a Region 2 PSN account with a Region 3 PlayStation 4 console?”Unless I’m mistaken, PS consoles are region-free for games by default. If you mean, ‘can I create a region 2 account while I live in region 3,’ then the answer appears to be yes.You can either set up a VPN connection (which will either require such functionality in your router or an intermediate machine between your PS4 and your internet connection), or just pretend that you live in region 2.Also, (and I’m sorry, but I can’t seem to find an authoritative link) but I’m reasonably sure that Sony considers such an activity to be a violation of their terms of service. You may find that your out-of-region/out-of-country account may be closed, and your purchases forfeit. Caveat emptor.

Can PS4 have more than one primary account and keep downloaded games on all profiles? Can PS Plus be purchased by both primary accounts?

Yes and no. Games can be shared between accounts. You can download game from account A and play it when login with account B, if you have associated account A with this machine as most frequently used. But you won’t be able to access some DLC unless you have account A keeps login. You can login with more than one account at the same time; you can do that from main menu > power > switch profile.Yes and they’re running independently. If you have only account A purchased PS+, when you login with account B as currently active profile, you won’t be able to access cloud saves or online contents of some games. Because games will treat your profile A and B as different user, and save files can not be shared between users.

If you owe money to your internet provider does it go slower than normal?

No, of course not. Your internet bill has nothing to do with how fast/slow it goes. The internet provider your with can't just make one individual computer go slow with the internet, they have thousands of customers to look out for. Another reason is because it wouldn't be fair on the customers, and they would most likely loose a lot of customers for it, if they went round changing the speed of someone's internet JUST because they owe the provider money.

Is there any way to change my IP address without using a vpn?

Yes. There are many ways to change your IP address without a VPN:You can enumerate and connect to different WiFi networks. Every time you will switch a WiFi network, most likely you’ll get a different IP address. You can tether off your mobile phone, that will get you a different IP address. You can use TOR and result in you having different IP addresses at time. You can disconnect your ISP modem and/or force DHCP to renew your IP address. Unless you paid for, your ISP will not assign you a static IP and so it’s possible to get a new IP address. You can, to some degree, piggyback on online services that access websites for you (i.e. translate, validate, archive etc.) and have ’em fetch content for you, like a proxy. You can use cheap/free offers of public cloud provides, get a virtual machine and set up a lightweight proxy on it and use it.

Should I create an Indian or US PSN account if I live in India?

You can use any discs you want. PS4 discs are region free. Note that only games discs are region free, not movies. You can also make any account you wish, but please know that DLC for games will only work when the disc region and the DLC region matches. For example, if you download digital content for a game from your US account, but you bought the disc in India, the DLC WILL NOT work. This can be circumvented by making a secondary Indian account on the same PS4. A game on the primary account of the PS4 (every PS4 has one primary online account, set by the owner) can be played on all other accounts on the same PS4. Please note that trophies and savegames will be for the account on which it is being played.

Can multiple users use the same PlayStation Plus account?

Let’s get this clear first: A PlayStation Network account is not the same as a PlayStation Plus subscription. A PSN account you can create for free. This account is what you use to share posts/pictures, and keep track of progress, use as a profile for multiplayer, etc. I think that according to their terms of service, there can only be one user per PSN account. So if you were talking about your friend using your PSN account, that is against the terms of service and you are risking a ban of that account.PlayStation Plus is different. It’s something you subscribe to. You get multiplayer access and free games as well. This is different from PSN because PS+ is added onto your PSN account, but doesn’t replace it anyhow. If you were talking about sharing your PS+ subscription with your friend, there is indeed a way. Set the PS4 console that you and your friends use to your primary console under settings. By setting it to your primary console, other users can play your games and use your PS+ subscription, as long as they are playing on your primary console. If this is confusing, go check out this: Activate as Your Primary PS4
