I'm not sure where you're located but at least in the U.K. a threat is considered an illegal offence thus, you can report the threat to the police if you wish. It is illegal to threaten to kill under s. 16 of the Offences Against the Person Act 1891: ‘A person who without lawful excuse makes to another a threat, intending that that other would fear it would be carried out, to kill that other or a third person shall be guilty of an offence and liable on conviction on indictment to imprisonment for a term not exceeding ten years’.I sat in on a threat case in Swansea Crown Count: the Defendant had made a threat in front of a psychiatrist and a police officer that he was going to stab his pregnant girlfriend in the abdomen. For the Defendant to be convicted, the jury had to decide on whether the police and psychiatrist were in fear of the threat being carried out, not necessarily whether the threat would 100% be executed as stated. The jury found the Defendant guilty and he was given a custodial sentence. This illustrates how threat cases work in the courtroom.Your problem may be that you do not have a witness who will testify that they also believed that the threat was authentic. With civil actions, the judge has to decide on the verdict by who he thinks is right! Their opinion can be split as low as 51/49 where as a jury must deliberate the verdict beyond reasonable doubt (they must be around 99% sure that it the Defendant committed the crime). My brother is an arrogant, poncey, obsequious, sycophantic, egomanic, sociopathic abusive asshole who thinks its okay to threaten me with severe bodily harm. That's really more of a legal question than a psychological one. Under US law, if someone breaks into your home or threatens your life, yes you're allowed to use lethal retaliation in defence.
Having said that you have to be able to PROVE they were making an attempt on your life. Courts usually aren't very lax about that kind of thing.

Authorities in these kind of cases are reluctant to file or initiate any kind of probe because nothing has been done, so they will wait until something happen. So the best recourse will be for you is:Go to the nearest police station and file a complaint and take a copy of that report.If nothing happens, again go to the authorities and file a complaint. This time make a complaint before the superintendent of police. It is very unlikely that nothing happens again. If nothing happens again, the last recourse which I can think of is, judicial one.Now you can take judicial recourse by filing a complaint before the magistrate. As when judicial complaint being filed, magistrate will take cognizance of the matter and magistrate will ask for the investigation, so authorities have to act, even if the accused is a high profile person.PS: all these suggestions sound easy, but in reality they aren't. So have patience and try to talk and resolve the dispute.

One time I was headed to an educational institution we’ll call it. I was with around 4 friends. Being present in the court will help in what you want.I am guessing that you might have already informed about your missing scooter to police and that is enough for police to act further but there can not be any compensation by the thief.Answering your prime question, if someone threatens you physically or your family on any account where police can only do little effort to save you, then you must write an application to police and cc to SP of police head qrts including court to clearly indicate that you are threatened from so and so person. As that it will serve as grounds for them to act anytime if something happens to you/your family. (She was playing too) She said "Why did you hit me? don't hit me again. I don't know you." So i replied "You let them hit you." Then her and Kelly pushed me and Jessie said "Im going to beat your ***" So I said "Beat my ***" Then she replied "You know outside the gym, meet me there after school." I just walked away.
