I can’t speak for the USA, but in Britain it works something like this:You don’t have a guaranteed right to purchase something from a store. Instead, an invitation to treat is made (for example by walking into the store, or picking an item up, or enquiring about price, etc).The store can accept or refuse the invitation to treat without needing to give a reason. This takes the form of scanning the item at checkout and accepting your cash. If you then produce 1kg of pennies the store can refuse the sale (withdraw from the negotiation). There is no obligation for a store to sell you something just because you wish to purchase it.It is different in the case of a debt to be settled, for example eating at a restaurant, ordering cocktails on a tab, or in general simply taking delivery of an item or service before payment is made, all of which incur a requirement to pay.The concept of legal tender means that if you offer to pay for the meal (settle the debt) with a sack of pennies the establishment can refuse to accept those pennies.Pennies and 2 pence pieces are legal tender in amounts up to 20p - so you have the right to settle 20p of a debt with pennies, and 20p of pennies cannot legally be refused as settlement of a debt - but any amount over that is at the seller’s discretion. Similarly, 50p pieces can be used to settle a debt of up to £10. Like illegal vendors who complain that their stalls are being demolished - - they do not have the right to be there. Or squatters complaing when rightful owners re-claim their property.

Or people complaining about government services when they do everything to evade taxes.

Or motorists who swerve in and out, and complain when they get accosted by cops.

Or people who litter, and complain about how dirty the country is.
