Whether international or not, you wont be able to use your Indian Credit or Debit card in Amazon.com. Why because Indian banks require an additional authentication like Verified by Visa or Mastercard Secure Code, which Amazon. com doesn't support.Now the good news. You still can shop from Amazon using your card. For that ,first you need to create a virtual card. Many banks allows you to create virtual cards ( like NetSafe in case of HDFC bank). These virtual cards are just like a real card and is valid for only 24 Hrs usually. The balance of the amount you spent using virtual card will be credited back to your account after 24 hrs. Virtual cards doesn't need any additional authentication. You need to add this card to your Amazon account first.Best take a screen-shot of your virtual card the moment its created.But then there is a problem. Amazon .com doesn't charge your card until they ship your product.Which may be at the minimum after 24 hrs for international shipments. So when Amazon actually ships your item, your virtual card would have expired.For this there is a work around.You first buy a gift card for yourself for the required amount from Amazon, using your virtual card. It will be deducted immediately.Have the gift card delivered to your own email. It will reach your email within 5 minutes. Now redeem the gift card amount to your account .This way your virtual card will be charged immediately and the money will be in your Amazon account . Now you are free to do whatever you want with it. You can always add more money to your Amazon balance by repeating the same steps in case you miscalculated INR to dollar rates ,conversion charges etc. Amazon gives the shipping estimates and import fee deposits in INR now. You should check the current dollar rates and a add a little extra money to cover the conversion charges when you create the virtual card.I have done this numerous times, so that i don't have to depend on someone in US. I've never signed up for Google Play Developer personally but looking at their help pages I would expect them to be able to accept a gift/prepaid Visa or Mastercard card also. You could buy one locally and use it to pay just as you would with a normal credit/debit card. Alternatively you could consider a virtual card - try looking at Prepaid Virtual Visa Card, Online Prepaid Cards, Virtual Credit Cards from EntroPay Looking at their pages (Google) and the type of payment, I suspect a reloadable card might be more useful than non reloadable (eg, not gift) but both should still work.If you are unsure, I think you can contact them in advance before you sign up and ask. They have some kind of FAQ about it here: Add payment methods to your Google Account (you can click CONTACT US in the top right for help)And lastly, its suggested on that page they may also accept PayPal payments, direct bank payments, mobile phone (carrier) payments or GooglePlay gift cards. No you do not. You would only need to buy credit if you were planing on calling landlines or cell phones. You should be able to call your friends on the Skype network for free.
