Once in a blue moon the cigarette will be real, but far more often than not, it's herbal. This is the case even if the actor is a smoker, and it's for several reasons. Most scenes require not only multiple takes but multiple set-ups. To smoke that many cigarettes in that period of time would make you very ill. Also, there are very specific rules on union films (which 99.9% of big-budget films are) about endangerment. There are other actors in the scene who have to breathe that smoke, and the union protects them against passive inhalation of nicotine and tobacco. Even if the actor is onscreen by himself or herself, the production people are still on-set and breathing that smoke, and I imagine their unions protect them against being stuck in a smoking environment.

They seem real to me, at least all the times I've seen them use one. Amy Poehler looked like she was actually using a cigarette in a Weekend Update sketches, also in the sketch when Kristen Wiig and Jenny Slate (the one where Jenny Slate said the f-word), the cigarettes seem real to me.

As a majority rule, the answer is no. They use tobacco wrapped in paper or some even use natural herbs (but not weed itself). But there are exceptions to the rule. Tommy Chong has stated in interviews before that several times in the Cheech and Chong movies that they did indeed smoke weed while in production. There were rumors that on the Kevin Smith movies involving Jay and Silent Bob that real pot was used. But Kevin Smith denies the rumor although he admits that High Times magazine article featuring him on the cover did indeed use real weed. He said they also gave him some of it which he claims he gave to Jason Mewes. He talks about this in An Evening with Kevin Smith.

No, when they are smoking cigarettes they are not even real cigarettes. They are fake, safe, herbal, ones. They don't get you high, they don't have any nicotine or anything else in them. They are just herbal cigarettes basically.

When you see people drinking alcohol it is also fake. Usually juice or soda or tea made to look like alcohol. It is completely illegal to smoke or drink for real on set.

How do movies show children smoking cigarettes ?

They claim they are herbal cigarettes, but in reality, most are lights or ultra lights. How it works is that if they need a character to smoke they would give them herbal (fruit flavored) cigarettes that have supposedly nothing harmful in them. What they prefer the real thing. And seriously directors and producers don't care about whether or not people get hooked. There are dozens and dozens or actors and actresses who have started smoking for a part, and found they liked it/couldn't quit. What the movie folks tell the public is one thing; the reality is something completely different. The attitude is basically, "I need her smoking, I don't care how." It's not politically correct, but it is true, hopefully used to be true.
