My granpa was 97 when they removed his driver’s license, so he used to drive his Huge John Deere tractor into town. He could do this because it had a ‘slow moving vehicle’ plate, which made it ‘street legal’ and didn’t require a driver’s license to operate as it was a ‘farm vehicle’. A 14 yr old would be able to drive it. After a couple of months of parking this monstrosity on the town street, the local gendarmery told him that they would no longer allow this ‘misuse’ of a farm vehicle. He was forced to take a taxi. Definitely a case of ‘police brutality’.

Often time items such as tools or equipment are covered, for example a lawn mower or an air compressor, Did your ATV have a practical use(( Wink ,Wink ,Nudge, Nudge)) if it had a use and was a tool or equip. you may have some coverage.
You really need to read your policy, calculate your deductible and see if you have a fighting chance.
If you feel your policy covers your loss but you are not getting paid, Hire an independent insurance adjuster to assist in your claim.

Are police officers required to investigate all criminal complaints reported to their department?

All reports will be considered to assess if they have any viable leads to investigate (forensics, witnesses etc.) but many simply won’t.It is a kind of triage system. Can leaving the keys in the ignition drain the battery?

I left my car keys in the ignition overnight from 6pm to 7am the next day. The keys were left in the off position so nothing (radio, air condition, lights, etc) was on. My car still started by just wondering if this drained any of the battery.

I saw in an episode of Breaking Bad that it could but that's tv and they might have done that just out of convenience for the plot. I know leaving the tv plugged in even without having it on does use up some electricity,
